The majority of the hotels we work with in Bolivia have great Internet access and international telephone dialing. However, for calling home from Bolivia via the internet, you'll get better rates by using an Internet-based phone service such as Skype. There are some Internet cafes in major cities like Quito, and in some smaller towns.

If you bring your smartphone like an iPhone or Android, you can put it on Airplane Mode to avoid roaming, and then enable Wi-Fi to access the Internet. From there, you can download VOIP apps to allow you to call home. If you have an unlocked phone, you could buy a SIM card at Entel. There is decent 3G Internet in major cities.
